Shrimp. Cooked shrimp delivers 24.2g of protein per 100 calories — more than any other whole food in our database of 183. Raw yellowfin tuna is second at 22.4g, Atlantic cod third at 21.7g, and egg whites sixth at 21.0g. Every figure here is computed from USDA FoodData Central rows — shrimp is FDC 175180, yellowfin tuna FDC 175159, cod FDC 171955, egg white FDC 172183 — so you can check any of them at source.
That list will look wrong to anyone who has read a "highest protein foods" article before, because those articles rank per 100g — and the two rankings barely overlap. Hemp seeds are the second highest-protein whole food per 100g in our data at 31.6g. Per calorie they fall to 5.7g, roughly a quarter of shrimp. Peanuts are 25.2g per 100g and 4.5g per 100 calories. Nothing about the seeds changed; the question did.

One food was removed from this list by hand: tamari soy sauce, which computes to 17.5g of protein per 100 calories. The arithmetic is correct and the ranking is meaningless — you use soy sauce a tablespoon at a time, and a tablespoon carries under a gram of protein. A ranking that would have you eating soy sauce for protein is a ranking with a bug in its premise, not a discovery. It is mentioned rather than silently dropped because you would find it yourself if you ran the same query.
Why nuts and seeds disappear from this list
Rank the same 183 foods per 100g instead and the top of the table fills up with seeds, nuts and hard cheeses. Both rankings are computed from the same rows. Here is what happens to the per-100g stars when you ask the per-calorie question:

Shrimp gives you 5.4 times as much protein per calorie as peanuts. The reason is simple and it is not a knock on peanuts: 48.8g of the 100g of peanuts is fat, and fat carries nine calories per gram against protein's four. The protein is real. It just arrives inside a much larger calorie bill (peanuts are FDC 172434, shrimp FDC 175180). Compare them directly on peanuts and shrimp.
Which ranking should you actually use?
Neither is the "true" one. They answer different questions, and the right one depends on what is scarce for you.
Per calorie is the right basis when you are eating to a calorie target. If you have 1,800 calories to spend and a protein goal to hit, the per-calorie column tells you which foods make that arithmetic easy. This is the basis most weight-loss advice should be using and mostly is not.
Per 100g is the right basis when volume or appetite is the constraint. If you struggle to eat enough — bulking, recovering, or just not very hungry — then 100g of shrimp giving 24g of protein for 99 calories is the wrong tool, and the calorie-dense options are doing you a favour.

An honest note on raw vs cooked
The USDA rows behind this table are not all in the same state: shrimp, crab and lobster are cooked; tuna, cod, tilapia, turkey and venison are raw. That matters less here than it would in a per-100g ranking, and the reason is worth knowing. Cooking mostly removes water, which concentrates protein and calories together — so a per-calorie ratio survives it far better than a per-100g figure does. A per-100g table mixing raw and cooked entries is genuinely misleading. This one is much less so, but it is not perfectly clean either, and you should treat gaps of a gram or two between neighbouring rows as noise rather than as a ranking.
The pattern worth remembering
Nine of the top twelve are seafood, poultry, or egg white. Not because those foods are magic, but because they are the foods where protein arrives with very little fat attached. That is the whole mechanism — there is no third variable. If you want more protein per calorie, you are not really shopping for protein. You are shopping for the absence of fat next to it.
Which is also why this is easy to get wrong by eye. Knowing that cod beats peanuts per calorie is one thing; knowing whether today actually landed near your protein target is another, and it is the part almost nobody does reliably.
