It depends on the tortilla. Per 100 calories, a corn tortilla has 2.91× the fiber of white bread and 15% less sodium, while a flour tortilla loses to white bread on 4 of 5 nutrients and carries 36% more sodium. So "tortillas" is two different answers, and the flour one is a no.
Every figure below comes from three USDA FoodData Central rows: corn tortillas (FDC 175036), refrigerated flour tortillas (FDC 175037) and commercially prepared white bread (FDC 325871). USDA files both tortillas as "ready-to-bake or -fry", which is the kind sold in a pack for warming at home.
Are corn tortillas healthier than bread?
On fiber, potassium and salt, yes: 100 calories of corn tortilla has 2.48g of fiber against 0.85g for white bread, 75.23mg of potassium against 43.33mg, and 150mg of sodium against 176.67mg. Bread keeps three leads of its own. It has 1.34× the protein, 1.98× the iron and a little more calcium for the same calories. On the five nutrients both rows carry, that is 3–2 to bread, so corn is a trade, not a clean win.
The small one is calcium, 55.93mg against 51.83mg per 100 calories. USDA rounds every value, so we pushed each number to the edge of its rounding range against bread. Bread still comes out ahead, at 55.64mg or more against 52.18mg or less. Corn also has less sugar (0.33g against 1.98g) and less saturated fat (0.18g against 0.30g) per 100 calories.
Are flour tortillas healthier than bread?
No. Per 100 calories, a flour tortilla has 240.52mg of sodium against 176.67mg for white bread, 3.14× the saturated fat, and less protein, potassium, iron and calcium. Its one lead is fiber, 1.14g against 0.85g. The potassium and iron gaps are narrow (1.06× and 1.09×), and both hold up when we run the same rounding test.
The flour tortilla is also the richest of the three by weight: 306 calories per 100g, against 270 for white bread and 218 for corn. Its fat, 7.99g per 100g, is more than double the bread's 3.59g.

By weight, the flour tortilla looks better than it is
Per 100g, a flour tortilla beats white bread on fiber, potassium and iron (3.5g, 125mg and 3.63mg against 2.3g, 117mg and 3.48mg). Those leads come from the extra calories. Divide by calories and potassium and iron go back to bread, which is why the per-100-calorie table is the fair one when you are swapping one wrap for one sandwich at roughly the same energy.

Corn or flour tortilla: which is better?
Corn, on 5 of the 7 nutrients both tortilla rows carry: per 100 calories it has 4.59× the magnesium, 3.47× the zinc, 2.17× the fiber and 1.84× the potassium of a flour tortilla, plus a small calcium lead. The flour tortilla keeps iron (1.82×) and protein by a hair, 2.68g against 2.61g. It also has 1.6× the sodium per 100 calories.
Magnesium and zinc are missing from the white bread row, which is why they only appear in this tortilla-to-tortilla comparison and not in the bread scores above.
What the numbers leave out
We hold no weight for a single tortilla or a single slice, and both vary a lot by brand and size, so this post gives no per-piece figures. To get one, weigh yours and scale the per-100g table: a 30g tortilla is 0.3 of each number. Glycemic index is not in any of the three rows, so nothing here speaks to blood sugar. Whole-grain and whole-wheat tortillas are not in our data either; if that is the choice you are making, the pack label will tell you more than this page can.
